Role Overview

This leadership position involves overall management in global procurement and supply operations. Responsibilities includes Business Unit (BU) overall operation management, procurement solutions, project execution, operations efficiency management and resource planning/management. The position requires a strategic mindset as well as strong managerial skills and an in-depth involvement in daily operational details.

Responsibilities

  • Accountable for all Procurement solutions & delivery
    • Manage all project implementation in detail and ensure client readiness of deliverables as per Axis’ standards
    • Manage both procurement commercial and technical activities and ensure deliverables quality and timelines meet clients’ requirement
    • Manage risks throughout the entire operating process and solving problems as needed
  • Strategic Sourcing & Procurement activities
    • Overall sourcing & procurement management – China/Asia/Global
    • Supply market research, analysis and synthesis management
    • Supplier identification, evaluation and overall supplier relationship management
    • RFx process management
    • Senior negotiation and contract facilitation management
    • Complex tender management
    • Internal & external project updates
  • Operational excellence & continuous improvement
    • Evaluation of existing systems, process, work procedure, best practice and tools to identify gaps or areas for improvement for the BU
    • Develop/upgrade new systems/policies/best practices as per new business/in-house capability requirements
    • Evaluation of existing project planning, management, implementation, output, client satisfaction, work procedure, best practice and tools to identify gaps or areas for improvement for all projects
    • Develop/upgrade methodologies for new projects/enquiries/business need
    • Enable, ensure and be accountable for high quality work in operations/implementation in all BU aspects
    • Enhance accountability in project management team and team individuals
    • Develop, execute and improve on BU’s overall performance
    • Develop, execute and improve on project performance
    • Train, coach, improve procurement individual and team’s performance
  • Operation efficiency
    • Manage resources planning and ensure the most optimised resources allocation within the BU (workload balance between teams and team members within a team, engineer allocation between projects, etc.)
    • Ensure and increase work efficiency and output (communication, man-hour spend, multi-tasking, etc.) for all projects and flag potential risks
    • Coordinate with other BUs re resources when necessary
  • Team management
    • Motivate, challenge and develop a team of professionals by setting meaningful goals and providing guidance on detailed tasks/deliverables
    • Lead entire procurement team and constantly improve excellence
    • Develop and maintain a ‘High Performance Team’ at all times in all regions
    • Identify skillset gaps and develop/train/improve in-house capability
    • Facilitate in talent retention via a personal and career development plan

Requirements

  • Bachelor’s degree in Procurement / Supply Chain / Business Management or related disciplines
  • MBA or post-graduate is preferred
  • Strong global sourcing and procurement background (mining, heavy industry, multinational working experience, etc.)
  • Professional procurement experience of 15 years (minimum) including some years in global procurement management
  • Overseas working experience is preferred; and interest to further develop an international career
  • A strategic mindset with the capability of in-depth daily operations involvement/management
  • Deep understanding and rich experience in global procurement operations
  • Proven experience in team leadership and management
  • Willingness to manage and conduct daily operations
  • Proficient in the use of computers and commonly used business software
  • Excellent English and Mandarin, both written and spoken
  • Willingness to travel domestically and internationally
